A Times analysis shows that San Fernando Valley residents have sought out rebates at much higher rates than the rest of Los Angeles County within the MWD service area.
"Households" includes residences of 4 units or less, the maximum allowed under MWD's residential program.
Some agencies ran their own programs using MWD funds and therefore were not included in this dataset.
Some neighborhoods were excluded due to a low overall number of residences.
